Background:


Mornington Peninsula is a place of natural beauty. Its location, close to Melbourne on Port Phillip Bay, means that it is subject to development pressures. Mornington has been designated a major activity centre under Melbourne 2030 and Council recognising pressures for change to policy direction and market forces sought tools and technology that would assist in the management of that change, in consultation with the community.

Scope:

  • To provide an accurate and immediately recognisable simulated 3D model of the existing Town Centre of Mornington within which the true impact of changes to the built environment could be seen from any aspect and understood by professional and layperson alike
  • To assist in assessing the impact of major development applications
  • Assist in the development of a new structure plan for the centre
  • To withstand scrutiny in Development Application (DA) challenges in the Victorian Civil Administrative Tribunal (VCAT)


Outcomes:


The 3D VR Model has been of considerable assistance to Council in assessing the impacts of major DAs in the centre and negotiating changes. It is used by Council as an integral part of the strategic planning and DA assessment processes within the Mornington Activity Centre. It is now mandatory for all DA applications over 4 floors to submit a 3D model into the system. The cost of DA models is covered by the proponent. Dd3D Works currently maintains and supports the system remotely sending additional models to Council for inclusion via the web.

The model has made a number of appearances in planning appeals before VCAT where it has been found to be an accurate and objective representation of the proposal in context with its surrounds and a very effective means of communicating and understanding the issues. The Victorian Department of Sustainability and Environment (DSE) has enthusiastically expressed their support and approval for this technology as a planning tool.

Council are now extending their system to include Rosebud, a second Activity Centre on the Mornington Peninsula. Dd3D Works has successfully tendered to undertake this work.

Technology:

Dd3D Works’ technology included CAD – MicroStation (Bentley), and VR simulation software – SIMurban (SIMmersion Holdings Pty Ltd). QASCO (VIC) Pty Ltd collected and digitised spatial data and provided ortho-photography.
