3D VR Gosford CBD Model

Background:
Gosford City Council plans to revitalise the city centre. In order to properly assess
the visual and spatial changes that this would bring to Gosford CBD, Council sought new technologies
which would provide a better understanding of planning scenarios and development proposals being
suggested. |
Scope:
Working closely with Dd3D Works, Gosford Council defined an interactive 3D VR
model with a real-time simulation environment. This would function as an extremely powerful tool to
record the existing urban environment and visualise proposed future development. Council specified
that there was a requirement for a basic tool set within the simulation environment and the development
and incorporation of this interactive block building capability has considerably extended the model
functionality.
The delivered product was intended to be capable of successfully meeting a
challenge in the Land and Environment Court. To this extent a target accuracy of +/- 0.1m was
chosen.

Outcomes:
The concept was successfully brought together and executed by Dd3D Works
with the assistance of Qasco (aerial survey suppliers) and Simmersion (who developed the leading
edge simulation software here in Australia).
Major DA applications are now viewed and assessed in the context of the
existing city and DA appeals and litigation costs have dropped considerably. The trend is towards
better communication, co-operation and outcomes with developers.
The data presented in a real world environment has been enthusiastically received by Gosford
councillors and is used interactively in Council meetings. Members of the public attending
Council meetings have complimented the clarity and usefulness of this form of presentation.
Gosford City Council has won a Planning Excellence Award for its system
from the Planning Institute of Australia.
